This character bears a strong resemblence to the famous Saartjie Baartman also known as the "Hottentot Venus." She was an South African woman of the Khoikhoi who were known for having very large hips and thighs, scientifically steatopygia, and a flat chest. She arrived as a side/freak show participant the 1790s. This was right around the time that women's fashion began to emphasize the buttocks, eventually ending in the Victoria bustle. She was considered both and erotic attraction and a basis for then emerging scientific racism originating largely in France.
(BTW: The Wikipedia article is rather overwrought and assumes everything bad that could happen to her did but there was no evidence she was a slave, nor that she wasn't at least making the best of a bad situation. Side show performers often made very good money so she might have at least started out an actual performer although she died in poverty. Women and people in general are not as hapless and passive as the modern intellectual fashion likes to image they were.)
(Also, there is a lot more physical variation among humans than we like to admit today. Human range from Pygmies, to tall 6ft/2m Scandinavians, from tall and rail thin like the Masai, to the stocky mass of muscles of the Samoans. Equatorial peoples have long limbs and fingers while as north temperate and arctic peoples have short limbs, stubby fingers, and bigger torsos. In other words, individuals like Saartjie Baartman were not freaks but instead merely representative of a group of human variants. )
The combination of large thighs and buttocks with a flat-chest occurs only in certain African people's, although no one knows why. Probably some combination of natural selection combined with a fashion driven sexual selection most likely. Possibly the smaller breast simply didn't get in the way of work.
In all other people's hips, thighs and breast are usually symmetrical. Storing fat on the hips and in the breast is the most effective weight distribution which allows for movement with the least energy and impedance. Even military gear has evolved over the last century to place the heaviest loads on the hips (belts), thighs (holsters and pockets) and the small of the back.
Since this is a natural distribution of fat, women who carry weight in the hips or breast are not pathologically obese and statistically have no elevated risk of heart disease or other obesity related health issued.
The upshot of all this is that this character, apart from the white (not albino) skin and odd eyes, is quite realistic. There are millions of women in Africa who look just like her.
But there are some anatomical rules to follow. Even though Khoikhoi form women don't have large breast, they do have wide shoulders whose joints align with the hip joints in the pelvis. The alignment is biomechanically required and all humans have it. If you draw a figure with a wide pelvis but narrow shoulders, she will look off.
